Best source for buying a loose diamond

Hi Fred-Is it a true statement that most jewelers buy their diamonds from a few select wholesalers? If so can the general public buy from the same sources? If not where would you suggest is a great place to buy loose cut diamonds.
Also my wife does not believe diamonds appreciate much if at all because of the huge markup. Is that a true statement?

Hi Allan, 1) Most? Nope. But most cutters buy their diamonds from just a few syndicates (DeBeers, Alrosa, Rio Tinto, & BHP Billiton). 2) Nope. Average guy can't buy from syndicate players, but you can buy from cutters/sightholders if you got connections. 3) Your wife is 1/2 right. Commercial grade diamonds don't appreciate in value which make up the majority of the diamond sold (98%). But for non-commercial grade diamonds she is incorrect. Non-commercial diamonds (full-term rough, vivids) are up 30-40% in the last year and have averaged 6.25-8.25% each year for the past 20 years. They're projected to go up 300% over the next decade.
