Need Help

I am looking at a diamond from a local jewelery shop. One of my friends knows the jewler and suggested i purchase from them because they can give me a good price on the diamond. I went and looked at the diamond the first thing that i was worried about is that the report was from EGL Iseral. I have read that this labratory grades diamonds two grades higher then GIA or AGL. The specs for the daimond are 1.02 G VS1 Symetry Good to Very Good Polish Good Table 67% Depth 74%. When a was looking through the loupe i notice that the diamiond looked dirty or cloudy and the color did not look like a G more of an I. The jewler stated that it will be steamed cleaned. The jewler also stated that if i get a diamond ratde from GIA it will be very pricy even if i went down in carat size to a .90 and a color of an H. My price range is $3500 to $3800 for a loose diamond. There was no mention of the price of the diamond just the the ring and the diamond together for $5500. please help me
